Closing: this can't resolve on the Rails 7.2 CI leg anymore. activesupport 7.2.3.x now declares minitest >= 5.1, < 6, and gemfiles/rails7.gemfile pins minitest ~> 5.0 while loading both gemspecs, so a ~> 6.0 development dependency leaves that gemfile unsatisfiable. (The green checks here are from August, before that cap shipped.) Worth revisiting when Rails 7.2 support is dropped, or with a range like ">= 5.0", "< 7" if minitest 6 is wanted where Rails allows it.
